| On June 30, 2011 the state budget bill, HB 153, was enacted. The bill is both helpful and challenging. It provides strong support for Catholic school students and offers further protections for unborn children. The cuts to human services were mitigated, yet remain challenging.
The final bill adds two provisions to strengthen the current bans on state funding for non-therapeutic abortions. The first bans state funding for abortions being performed in public hospitals. The second prohibits state funding for abortion coverage in insurance plans of local public employees.
The final bill also restores funds for programs helping Catholic students, establishes a special needs education scholarship, and adds additional funding for various human services programs.
